Since the topic got closed before I could explain what Underclocking is, I'll explain it here. Underclocking does NOT effect your ping in any way, shape, or form. It effects the character itself. If someone is underclocking, their character will not get a DC sign, it rather moves at an odd speed and twists and turns when it doesn't seem as if the character is moving at all.
